Finance & Audit Committee - Vice Chair

Primary Responsibilities

Financial Planning

  • The Committee works to carry out the following activities in respect of the financial administration of Esquimalt Nation:
    • Annually develop, and recommend to Council for approval, short, medium and long-term
      • Strategic plans, projections and priorities,
      • Operational plans, projections, and priorities,
      • Business plans, projections, and priorities, and
      • Financial plans, projections, and priorities.
      • Reviews draft annual budgets and recommends them to Council for approval;
      • On an ongoing basis, monitors the financial performance of Esquimalt Nation against the budget and reports any significant variations to Council;
      • Reviews the quarterly financial statements and recommends them to Council for approval.

Audit Responsibilities

  • The Committee works to carry out the following audit activities in respect of the financial administration of Esquimalt Nation:
    • Makes recommendations to Council on the selection, engagement and performance of an auditor;
    • Receives assurances on the independence of a proposed or appointed auditor;
    • Reviews and makes recommendations to Council on the planning, conduct and results of audit activities;
    • Reviews and makes recommendations to Council on the audited annual financial statements, including the audited annual financial statements respecting the local revenue account and any special purpose reports;
    • Periodically reviews and make recommendations to Council on policies, procedures and directions on reimbursable expenses and perquisites of the councillors, officers and employees of the First Nation;
    • Monitors financial reporting risks and fraud risks and the effectiveness of mitigating controls for those risks taking into consideration the cost of implementing those controls;
    • Conducts a review of this Law under section 106 and, where appropriate, recommend amendments to the Council; and
    • Periodically reviews and make recommendations to the Council on the terms of reference of the Committee.

Administrative

  • Prepares and submits minutes of the committee meetings to Council and reports to Council on the substance of each Committee meeting as soon as practicable after each meeting;
  • Recommends and/or requests a consultant to assist in the performance of responsibilities;
  • Schedules and attends Committee meetings.

  • Demonstrated strong financial competency.
  • Ability to manage confidential finance and business information
  • Chartered Professional Accountant (CPA) designation is required.
  • 5 years’ experience working in a senior level accounting and finance position with proven experience performing full-cycle accounting.
  • Experience developing, managing and auditing budgets.
